Yes you can but you wouldn’t feel them rolling down your cheeks as you will already be covered in water which will take it away immediately. Unless you are wearing goggles that is! It is all about the pressure that your tearducts can exert to push water out. I think you can also sweat under water as this is the way in which your body cools its core temperature and if you are exercising, your internal temperature will still rise.
